Self-Registration for CWEL Accounts
If you need to obtain your Child Welfare Employee License, also known as CWEL, you will need to have a VTC CWEL Account. If you already have an account to the VTC, use the login on the home page. If you need to create an account, please click on the self-registration link below.

LEADS Certification Training
The National Crime Information Center (NCIC), via the Illinois State Police, mandates that all DCFS and POS personnel who directly or indirectly receive and/or disseminate information acquired from LEADS (Law Enforcement Agencies Data System), obtain “LEADS Practitioner Certification” training.
